Canada Sanctions 8 Chinese Officials for Human Rights Violations Against Uyghurs

On December 10, 2024, Global Affairs Canada announced that Canada is imposing sanctions, effective immediately, against eight Chinese officials for human rights violations against Uyghurs and Tibetans.

The sanction applied under the Special Economic Measures (People’s Republic of China) Regulations targets individuals who are former or current senior officials involved in human rights violations against Uyghurs and Tibetans.

The names of the individuals added to the schedule of these regulations are the following:

Chen Quanguo – Former Party Secretary of the Uyghur Autonomous Region
Erkin Tuniyaz – Chairman of the People’s Government and Deputy Secretary of the Party Committee of the Uyghur Autonomous Region
Shohrat Zakir – Vice Chairman of the Standing Committee of the China National People’s Congress and Former Chairman of the People’s Government of the Uyghur Autonomous Region
Peng Jiarui – Vice Chairman of the Chinese People’s Political Consultative Conference of the Uyghur Autonomous Region
Wu Yingjie – Former Party Secretary of the Tibet Autonomous Region
Huo Liujun – Former Secretary of the Party Committee of the Public Security Bureau of the Uyghur Autonomous Region
Zhang Hongbo – Vice Chairman of the People’s Government of the Tibet Autonomous Region and Secretary of the Party Committee of the Public Security Department
You Quan – Former Head of the United Front Work Department of the Communist Party of China

The Special Economic Measures (People’s Republic of China) Regulations impose on listed persons a prohibition on any transaction (effectively, an asset freeze) by prohibiting persons in Canada and Canadians outside Canada from engaging in any activity related to any property of these listed persons or providing financial or related services to them.

We call on the Chinese government to put an end to this systematic campaign of repression and uphold its international human rights obligations,” Foreign Minister Melanie Joly said in the statement.
